Opening Doors to Second Chances: About CSI’s 2024 Annual Report
2024 was a year of momentum, growth, and impact for The Clean Slate Initiative, our partners, and the broader effort for second chances. As we continue into 2025 — a year that includes our fifth anniversary! — we’re proud to reflect on the milestones that CSI, and the Clean Slate community, achieved last year.
From state-level victories to federal momentum, groundbreaking research, and narrative change videos that garnered millions of views, CSI has helped drive second chances for people across the country. Our 2024 Annual Report highlights these wins, and as we look back on those achievements, we’re more determined than ever to make Clean Slate a reality for all.
Here’s a closer look at some of the key highlights from our report:
Federal: At the federal level, 2024 marked a turning point for Clean Slate advocacy. We organized a federal fly-in event, a congressional roundtable, launched a Clean Slate National Coalition, and supported the introduction of a Senate companion bill to the Clean Slate Act.
States: In 2024, we were active in 20 campaign and implementation states! Three states advanced record sealing reforms: North Carolina reactivated automatic expungement for dismissals and acquittals (SB 565), Maryland required system upgrades for automated and partial expungements (SB 11), and Hawaii established a Clean Slate Task Force (SB 2706) to develop state-initiated record clearing.
Research: To help drive policy change, we published our Data Dashboard, a one-of-a-kind tool offering population estimates of people impacted by records across the U.S., and our Clean Slate Impact Survey, which illustrates Clean Slate’s impact in Michigan, Utah, and Pennsylvania.
Connection: The movement is powered by people. At our 2024 Convening, 300+ advocates from 23 states expanded their Clean Slate knowledge and forged new relationships. Additionally, we launched several communities, such as an implementation peer learning group and communicators table, to build even more collaboration across state lines.
Narrative: Stories change minds. Last year, our Clean Slate PSA, “For The Record,” amplified the voices of people living with records and reached over 3 million viewers, bringing the reality of second chances into the public conversation
CSI’s achievements mean more than we could ever put to paper: they represent real people getting real second chances. And that’s why we do this work.
